Council adopts amendment to Everett’s indigent defense standards

The Everett City Council on Oct. 8 adopted an ordinance amending the city’s indigent defense standards at the third and final reading.
The ordinance (Council Bill 2508-49 as read into the record) amends EMC 2.108.039 to update local standards for indigent defense. The council moved and seconded the ordinance and adopted it by roll call; the clerk recorded unanimous affirmative votes from Councilmembers Bader, Ryan, Voguely, Fossey, Tuohy, Vice President Zarlingo and President Schwab.
No public debate or amendments were recorded at the third reading, and staff did not present further briefing at the time of adoption. The ordinance passed on Oct. 8, 2025. The council did not discuss implementation details on the chamber floor during final reading; staff follow-up or administrative implementation steps, if any, will appear in subsequent council materials.
