Commission approves construction engineering work authorizations, transmission-line projects tied to CVR/EPA settlement

The Coffeyville City Commission on Sept. 23 approved construction-engineering work authorizations for two water-infrastructure projects and an easement/encroachment agreement requested by Coffeyville Resources Nitrogen Fertilizers (CVR).
City public-works staff and consultants described three related items: a work authorization with Alger Martin and Associates for construction engineering and inspection services on the water-treatment plant's raw-water pump-house improvements; a second work authorization, also with Alger Martin and Associates, for construction engineering on a water transmission-line replacement project to carry supply to the city reservoirs; and an easement/encroachment agreement allowing CVR to construct a pipeline across city property.
Public-works staff said funding for the transmission-line project is available from a settlement between CVR and the U.S. Environmental Protection Agency that included funds earmarked for local infrastructure projects. Staff said the settlement funds are in an escrow account and that the city must coordinate approvals with the Kansas Department of Health and Environment (KDHE) to access them.
Commissioners asked about project scope and oversight. Staff confirmed the raw-water pump-house contract covers construction inspection and project oversight only; the transmission-line project will be put out for bid and a September 30 bid opening was noted. In discussing the CVR easement, City Attorney Paul Crites said CVR agreed to hold the city harmless, to move the facility at CVR's expense if the city later required relocation, and to other standard protections in the draft easement.
Commissioners voted to approve the work authorizations (Resolutions R-25-102 and R-25-103) and the easement/encroachment agreement (Resolution R-25-104). The motions passed unanimously among commissioners present.
