Commission approves LWCF grant agreement for Hillcrest Golf Course driving range upgrades

The Coffeyville City Commission voted Sept. 23 to authorize the city to enter a Land and Water Conservation Fund (LWCF) project agreement with the Kansas Department of Wildlife and Parks and the National Park Service for improvements to the Hillcrest Golf Course driving range.
Executive Director of Public Works Jim Wright told the commission the city was awarded $122,353 in grant assistance and the project requires a local match of the same amount. The proposed scope includes installation of poles and a net system around the driving range and placement of turf at the tee box. The staff memo cited a project performance period from Sept. 15, 2025, through Sept. 14, 2028.
Commissioners asked for clarifications about warranty and expected service life of the net; Wright said a warranty exists but the staff did not have the warranty length or replacement cost on hand and that staff would provide that information later.
Vice Mayor Van Oster moved and Commissioner Faulkner seconded approval of Resolution R-25-100; the motion passed with recorded ayes from Vice Mayor Van Oster, Commissioner Hendricks, Mayor Maples and Commissioner Faulkner.
Staff noted that the LWCF program may require permission or approvals for future changes to the site because of federal grant terms, and that ongoing maintenance and future replacement costs will be city responsibilities under the agreement.
