City approves contract to upgrade wastewater UV disinfection system

The Coffeyville City Commission approved a contract to upgrade the ultraviolet (UV) disinfection system used at the wastewater treatment plant, a final treatment step before effluent is discharged to the river.
Why it matters: Staff said the existing system—original to a 2002–2003 installation—has required frequent bulb replacement and manual maintenance. Modernized modules are expected to cut maintenance frequency and allow electronic control of lamps, improving reliability and operational flexibility.
Details and discussion: Public Works director Jim Wright explained the new equipment will use about half as many bulbs per module but with higher intensity, and allow control of individual bulbs rather than the current on/off configuration. Wright said the current facility procures roughly 330 replacement lamps per year and that circuitry and submerged module components have been burning out frequently; the control-panel enclosure was described as propped open with a fan for cooling. Commissioners asked whether the control panel could be relocated to a climate-controlled room to reduce problems; staff said failures appeared related to submerged circuit boards and module termination issues but agreed to examine relocation feasibility as part of implementation.
Commission action: Motion to approve Resolution R-25-62 authorizing the construction/upgrade contract was moved and seconded and passed on the record.
Next steps: Staff will schedule installation and coordinate lagoon work and start-up testing; ongoing lab sampling and operational testing schedules were discussed.
