Winona County staff say phase 1 of comprehensive plan engagement complete; over 300 responses

Winona County planning staff told the Planning Commission on Sept. 18 that phase 1 of public engagement for the county comprehensive plan is complete and that the effort collected more than 300 survey responses.
Staff said outreach included two pop‑up events (at the county fair and Family Night on the Farm), a township workshop with township officers, an in‑person public open house in Stockton and online and paper surveys. Staff plans an interactive online map and ongoing engagement to allow residents to mark places of interest or concern and to review graphic proposals such as a future land use map as the process moves into phase 3.
A steering committee meeting is expected in under two weeks; staff presented multiple date options to accommodate agricultural schedules and said it hopes to lock in a date next week, with possible meeting dates near Sept. 29 and early October. The steering committee will review summarized engagement comments and help staff narrow vision and goal statements; once goals are set, the plan will move into phase 3 where staff anticipates deeper work on transportation, land use, economic development and other topic areas.
Staff encouraged planning commissioners and residents to sign up for a newsletter on the project website for updates and noted the interactive map will allow more graphic public feedback in the coming weeks.
