Council gives consensus to update fire-prevention language to match state regulations

Salisbury Fire Marshal Eric Kramer and Fire Chief Rob Frampton presented a narrowly scoped ordinance amendment on July 14 to align Chapter 8.11 of the Salisbury code (fire prevention code) with the Maryland Code of Regulations (COMAR) terminology.
Kramer told the council the change replaces the city’s prior reference to “consumer fireworks” with COMAR’s phrase “ground‑based sparkling devices” so city language is consistent with state regulations the city has already adopted as its fire-prevention code. Frampton described the change as ‘‘pretty simple’’ and largely clerical: it updates municipal text to match state regulatory language.
Councilors signaled consensus to move the ordinance forward; no recorded roll-call vote occurred during the work session. Administration said the ordinance will proceed through the city’s normal legislative steps.
