On Aug. 12 the City Commission approved an amendment to section 23.31 of the zoning ordinance to permit marijuana retailers and provisioning centers with approved drive-through access to sell via drive-through between 12 a.m. and 2 a.m.
Planning Director Mike Franzak said the change was prompted by a private request from a local business, the Grassy Knoll, which sought expanded hours. "They were trying to get the later crowd," Franzak said, noting the applicant had originally sought 24‑hour sales but refined the request to two post‑midnight hours restricted to drive‑through operations.
Janet Tambre, identified as an owner of the Grassy Knoll, said the extended hours would increase revenue and employment and estimated the change could boost sales by at least 15%. "Our employees are excited to work more hours," Tambre said, adding that she sees five to ten customers per night who arrive after midnight only to find the store closed.
Several commissioners voiced safety concerns about late-night purchases and driving behavior, including the possibility of in-vehicle product use. Commissioners also emphasized that drive-through approvals require a special-use permit decided by the planning commission; the adopted amendment restricts the extended hours to approved drive-throughs and enables the planning commission to attach conditions or revoke permits if problems arise.
The motion to approve the second-reading amendment passed by unanimous roll call.
