Molly Hilligoss, CEO of Habitat for Humanity of Wicomico County and a Salisbury resident, used the council’s public-comment period on July 14 to give an update on the nonprofit’s critical home‑repair program. Hilligoss said the organization helped 27 families over the past 12 months and recently signed grant agreements totaling $660,000 to serve low‑income homeowners needing urgent repairs such as roofs, accessibility modifications and bathroom work.
Hilligoss asked the council to notify local licensed contractors that Habitat will pay for work and is seeking vendors; she said the program is not asking for donated labor. She also explained that Habitat places liens on properties receiving repairs; in some cases liens are forgivable depending on household income. Hilligoss requested a possible work session with council to explain program details and administrative requirements, which she described as “complicated and paperwork heavy.”
Council thanked Hilligoss and noted interest in coordinating outreach to licensed contractors and in scheduling additional briefings so members can understand program scope and administrative implications.
