Waterside Park restroom and pavilion rebid planned after prior bids rejected, city says

Resident Mike Paretsky asked the council for an update on RFP 25-103 for Waterside Park restroom and pavilion construction; the city replied that the prior round of bids were rejected and the work will be reissued with revised scope and procurement packaging.
Administration told the council the Waterside Park project has been bid multiple times in recent years for different scopes (field-grading, pavilion and restrooms) and bids were frequently rejected. The city’s consultant prepared a new bid package; because Community Development Block Grant (CDBG) funds will pay part of the cost, prevailing-wage requirements apply, the administration said, which affects how the bid is scoped and what elements can be funded by the grant. Administration said staff are trying to structure the procurement to maximize grant-eligible purchases while fitting labor items under other budgets to make the overall project affordable.
Officials said they expect to post the rebid by the end of the week and anticipated receiving bids in August. Administration reiterated that restrooms and a pavilion are important to support organized recreation and youth sports at the park and that they were seeking a successful procurement that fits the grant requirements.
