Public raises transparency, scale and timing concerns at Vanguard overlay public hearing

The City Council heard public comment July 8 on a proposed zoning-code amendment to expand the "Vanguard" overlay zone, and several residents urged the council to provide clearer metrics and more time to evaluate the pilot program before expanding the boundary.
Sean Wayawatski (25 Leroy Place) said there was nothing inherently wrong with zoning changes that spur business but asked for transparency: "What KPIs were used to determine the success? What were the targets? What was achieved?" He also asked how staff determined which new business types to authorize and why the proposed boundary was so large.
James Clorin, a downtown resident and business owner, said the public-notice process felt cursory and warned that quick changes could exclude community input. "To hold a perfunctory... notice June 24 and to hold the meeting tonight... is clearly not a public hearing," he told the council.
Serge Vacher (25 Leroy Place) repeated concerns about timing and the short pilot period (the Vanguard pilot began in October 2024). He said the city’s parking and traffic studies are still underway and cautioned that an expansion should await those study results.
City staff had listed the Vanguard overlay amendment as an item subject to public hearing earlier in the evening during the Committee of the Whole agenda. The public hearing notice cited applicable state and county statutes and the sections of the City Code that would be amended. No formal zoning vote was taken July 8; the hearing record will be part of the council’s public review process.
Ending: City officials did not take immediate action on the zoning proposal during the public comment period; several speakers requested more detail on performance measures, the pilot timeline and outreach before any expansion is adopted.
