Government Operations Committee refers grants, memorial policy and rental assistance program to council

The Bangor City Government Operations Committee on June 16 moved to refer six staff items to the full City Council for action on June 23. The items include two grant acceptances, a rental assistance appropriation, a parks memorial policy, and a transit vehicle grant opportunity.
1) WIC grant: Staff proposed authorizing the city manager to accept and appropriate an additional $27,801 in grant funds from the Maine Centers for Disease Control and Prevention to support the Women, Infants, and Children (WIC) program under Bangor Public Health and Community Services. The committee recorded that the item had received first reading and, if approved by council, would have second reading at the next meeting.
2) Bangor Rental Assistance Program: Staff described a referral to accept and appropriate $1,500,000 for the Bangor Rental Assistance Program (previously referred to as Shelter Plus Care). Committee members moved and seconded that the referral go to the next council meeting.
3) Transit vehicle grant: Staff said there is a grant opportunity to replace one Community Connector bus and two ADA paratransit vans. The grant would cover 80% of vehicle costs with a 20% local share; Maine Department of Transportation will split the local share with the city, reducing the city's share to an estimated 10%. Staff noted the replacements could include hybrid or electric vehicles, consistent with regional climate action goals.
4) Memorials policy for parks and open space: Staff presented a proposed memorial policy to standardize requests for benches and memorials in city-owned parks and open space, including expectations for evaluation, duration, maintenance and an appeal process. The policy would authorize the Parks and Recreation director to approve standard memorials and benches, subject to an appeal to the committee or council.
Committee members moved and seconded each item; in all cases, there were no objections and staff said the matters will appear on the June 23 City Council agenda for final consideration.
