Before the vote, Trustee Westlake asked for clarity on item 2.05. She said she had intended to pull the item until she understood the services it covered. The board explained item 2.05 funds positions that provide related services: “these are not mental health professionals. These are language pathologists, audiologists, occupational and physical therapists,” a staff member said during the discussion. Trustees noted these roles support students with individualized needs and are required in part by federal and state law.
Trustee Phoenix and others discussed why some positions are contracted rather than in-house. A trustee explained that “a lot of these positions are contractual in that they're only used here and there and not used enough to make full [time]” and that hiring in-house is preferred when the consistent need exists.
Public comment submitted earlier included remarks about the district’s long-range facility and enrollment projections; Pablo Nava Duran urged careful planning to avoid building new schools the district may need to close later. That comment was taken during the public comment period tied to consent items.
The board took two roll-call votes on the consent items because counsel advised redoing the vote after staff found a misnumbered paper agenda; the board re-approved the same consent package and carried the motion 7–0.
Why it matters: Item 2.05 clarifies the district’s use of contract providers for specialized therapy and evaluation services that support students served under individualized education programs (IEPs) and other state/federal requirements. Trustees emphasized the district’s preference for direct hires when demand is regular but said contracting remains necessary for intermittent needs.
