Traffic commission backs new Republic Services truck-staging locations, sends recommendation to council

The Rolling Hills Estates Traffic Commission on Wednesday voted to recommend that City Council adopt a revised set of Republic Services mother‑truck staging locations intended to reduce neighborhood impacts and limit how long a truck may occupy any single site.
Staff told the commission that, after complaints from residents, Republic Services and city staff spent months reviewing previously approved staging locations and testing alternatives. Christian (staff) said the company consolidated truck staging over the years and that staff sought to reintroduce additional sites while limiting truck dwell time to no more than four hours once per week at any single location.
The staff report lists the previously approved sites and the locations currently in use; it also highlights three new locations: Roadrunner Road, Poppy Trail at Saddleback, and 52 Portuguese Bend Road South (which replaces a site near Rancharo). Christian said Roadrunner was selected in part because it is quieter and reduces ingress/egress concerns raised by residents and Republic Services.
Commissioners discussed the tradeoffs of moving the staging points and noted that any location will impose some burden on nearby residents. A commissioner moved to approve the staff recommendation to forward the relocation plan to council; the motion passed by voice vote.
The recommendation will be considered by City Council for final adoption. Staff said traffic engineering input from Vanessa Munoz is included in the agenda packet and that the commission’s vote was intended to provide the council with the commission’s concerns and suggested conditions.
The commission’s action does not itself change city code; it is a recommendation to the City Council.
