Commission discusses Channel A repairs and assessment process; public meeting set for drain matters

Public-works and drainage staff briefed the Ramsey County Commission on Channel A drainage repairs, a multi-crossing pipe-replacement project that lies inside an assessment district shared by Cavalier and Ramsey counties.
Staff reported there are 13 crossings in the project area, two of which are already bent or otherwise impaired; 11 crossings require work. Because the area is in an assessment district, staff said they will present the detailed scope and cost estimates to the joint board that includes both counties. County legal staff advised careful, accurate calculations before pursuing assessments because the district has not assessed property owners since the system was constructed.
Staff said they plan to set up a public meeting to take public comment and provide affected property owners with information; they did not expect the commission to vote on the matter at the Jan. 7 meeting because the commission also has new members who need to be brought up to speed. Ramsey County Drain 10 will be on the agenda for a Jan. 16 meeting at 1 p.m.; staff said Channel A and Drain 10 will be discussed to determine next steps.
Commissioners asked whether a letter to the attorney general about sovereign land had been sent; staff said a letter had been sent but no substantive response was expected soon.
No formal assessments or votes were taken at the Jan. 7 meeting; staff indicated further public outreach and joint-board work would precede any assessment decision.
