The West Jordan City Council approved an amendment to the Jones Ranch master development agreement (Ordinance 24-12) that requires substantial completion of the community clubhouse and pool within 18 months after the pre-construction meeting.
Applicant representatives told the council that timing for the clubhouse had shifted because the clubhouse utilities depend on construction of Jones Ranch Drive, which must be built to bring utilities to the clubhouse site. Developer representative said if utility infrastructure and road work can be advanced, the clubhouse construction schedule can be accelerated. Council Member Jacob moved an amendment to replace vague "expected" dates with a firm milestone: substantial completion within 18 months of the pre-construction meeting once plans are reviewed and approved. Council Member Shelton seconded. The motion passed by roll call 6-0.
Developer testimony said the project team has conceptual plans and that building permits will follow design review; the developer also explained that road and utility sequencing required coordination and that advancing Jones Ranch Drive would allow earlier clubhouse work. Residents and council members pressed for a binding timetable rather than aspirational language. After staff and the applicant agreed to the 18-month, substantially completed milestone tied to the pre-construction meeting, the council approved the amendment.
Council members also discussed noticing and communication with area residents; the council office noted staff would coordinate community outreach as work begins. The amended development agreement includes a schedule showing when improvements will be submitted for permits and anticipates construction once the city has approved the subdivision infrastructure.
