Council adopts consolidated fee schedule, adds reinspection fee for development reviews

The West Jordan City Council voted 6-0 Wednesday to adopt Ordinance 24-56, updating the city's consolidated fee schedule to implement new inspection reinspection charges and revise civil citation fines.
The ordinance, introduced by city staff, sets a $75 fee for any planning or engineering reinspection after the second complimentary reinspection and adjusts fines for code and parking violations. Council Member Calvin Green moved to approve the ordinance; Council Member Shelton seconded. The roll call recorded all six council members present voting yes and the motion passed 6-0.
Council office staff explained the reinspection change followed requests from inspectors who had conducted repeated site visits for a few developments. Under the new schedule, permit applicants receive an initial inspection and one complimentary reinspection included with the permit; additional reinspections will be charged $75 to help cover staff costs and discourage repeated incomplete corrections. Staff said the provision applies to planning and engineering inspections separate from building permit inspections.
Council members asked for clarifications about edge cases. Council Member Shelton asked how an inspector should handle a second visit if the inspector finds a new item that was missed on the first visit. City staff and a building inspector on the dais said inspectors generally recheck only the items that failed on the prior inspection and that staff would follow up with clear protocols; staff agreed to follow up with building and legal staff to confirm how inspector-caused errors would be handled.
The fee schedule also updated civil citation fines used under Title 16 for nuisance and similar violations. The revised table included a maximum daily fine per violation of $105 with a waiver if corrected within 14 days, and higher amounts for repeat offenses; the code section also retains a late-penalty provision (10% per annum) for exceptional collection cases.
Council members urged staff to document and publish the reinspection protocol to reduce the possibility of perceptions of arbitrary enforcement. Mr. Anderson, representing the council office, said staff would follow up with building inspection and legal staff and consider adding clarifying language or administrative guidance to avoid inconsistent application.
The ordinance took effect after the mayor's signature; staff said the consolidated fee schedule supports administrative hearing processes and changes previously made to Titles 7 and 16.
