Sarah Fulton of the county manager’s office outlined a staff-led strategic-planning process Wednesday, asking for the board’s support for a steering committee that will produce mission, vision and values and a prioritized set of strategic goals.
Fulton said the approach will not use outside consultants or added contract funding; instead, the steering committee will include the county manager, assistant county manager, finance director, IT director, assistant HR director and planning director, and will convene working groups as priorities are set. The process will include a SWOT analysis, public and staff input at defined points, implementation timelines, responsibility assignments, key performance indicators and periodic reevaluation. Fulton said she expects to complete the plan by the end of the year but that the timeline could flex depending on how many and how complex the priorities are.
Commissioners asked about the duration of implementation; Fulton said the plan would likely span about five years but could be reviewed earlier if goals are achieved. She also said staff will return with draft mission/vision/value options and that at least one steering-committee meeting was planned the week after the presentation, weather permitting.
Fulton asked for board patience and support for department cooperation; several commissioners thanked staff for proposing a lower-cost, internal approach rather than hiring consultants. No formal vote was required for the briefing.
