Commissioners approve RFPs for roadway condition assessment, pavement rejuvenation and concrete services

Roadway condition assessment (RFP 25‑11): Road and Bridge staff said the county maintains nearly 700 miles of county roads and needs a data‑driven baseline pavement condition index. The RFP will solicit vendors that can provide portable data (preferably exportable) and recurring condition evaluations to support multi‑year budgeting and to document baseline conditions that could be useful when evaluating development impacts on county roads. Proposal due dates and question deadlines were included in the request to advertise.
Pavement rejuvenation (RFP 25‑12): Commissioners authorized an RFP to contract with a turnkey pavement rejuvenation vendor for an initial one‑year term with optional renewal. Staff said rejuvenation products can extend pavement life (particularly effective when applied with 80% life remaining) and can be used in tight residential tracks where traditional overlay/milling is difficult.
Various concrete services (RFP 25‑13): The court authorized an RFP for headwalls, wing walls, safety treatments and miscellaneous concrete work, with the goal of establishing prepriced vendor availability for delivering forms and crews when Road & Bridge needs them.
Hazard mitigation plan update (RFP 25‑10): Emergency management and purchasing staff requested permission to advertise an RFP to update the county hazard mitigation plan to remain eligible for federal hazard mitigation funding; the court approved the request.
Why it matters: County staff said these procurements are intended to modernize road asset management, extend pavement life cost‑effectively, and secure the county’s eligibility for hazard mitigation funding. Commissioners emphasized the need for data portability so the county can retain historical condition information.
Next steps: Staff will publish the solicitations, receive proposals and return with evaluations and contract recommendations. Questions and proposal deadlines were set in the advertised RFP schedules.
