Court services director DeeDee Phillips said juvenile caseloads have declined from about 32 in mid‑ to late‑summer to roughly 20 currently. Phillips reported diversion remains in active use (nine juveniles on diversion noted), and the department has a new officer in post. The department has acquired a portable breathalyzer device (described in the meeting as a LifeLock device) paid for with juvenile lottery funds; staff said the device will be used as a sobriety tool and will not substitute for arrests or formal drug testing.
