Cochise County supervisors elect chair, approve rezoning, grants and personnel policy changes

Frank Antinori was elected chairman of the Cochise County Board of Supervisors and Tom Crosby was elected vice chairman during the board's Jan. 7, 2025 regular meeting in Bisbee. The board also approved a land-use rezoning, a state aeronautics grant for drainage improvements at the Wilcox airport, an intergovernmental agreement with the City of Douglas to provide required water testing and monitoring, and a series of human-resources policy updates and other routine items.
The board voted unanimously on each item taken in open session. The meeting included a staff presentation on a rezoning application and several public commenters before the board took votes.
The board's actions included: adoption of Zoning Ordinance 25-01 to rezone tax parcel 1025-3017 from R-36 (one dwelling per 36,000 square feet) to RU-4 (one dwelling per 4 acres); acceptance of a $180,000 Arizona Department of Transportation Aeronautics grant for drainage improvements at the Cochise County Airport in Wilcox with an $18,000 county match; and approval of an intergovernmental agreement with the City of Douglas for state-required testing and monitoring of the Vista/Douglas water supply system at $2,190 per month, effective Jan. 1, 2025 through Jan. 1, 2027. The board also approved amendments to multiple human resources policies, including adding 911 dispatchers to the county's traumatic-events counseling policy and updates to leave-of-absence and employee recognition policies.
The board took a single unanimous vote to approve the consent agenda (items 3'10) and then acted on the items described above. Planning staff told the board the rezoning request had been recommended for approval by the Planning and Zoning Commission and that staff had not received written opposition from nearby property owners.
The board took no action to change policy beyond the amendments it approved and directed staff to continue follow-up work in several areas discussed during the meeting, including review of intergovernmental agreements and potential cost recovery for a well-monitoring expense tied to the correctional facility.
