The Planning Commission on June 5 recommended that the City Council approve a general plan amendment to update the city’s Mobility Network figure to reflect OCTA’s recent amendments to the Orange County Master Plan of Arterial Highways. The change would reclassify two segments of El Toro Road within Lake Forest from "major arterial" to "primary arterial."
Jennifer Mansour, planning staff, said OCTA reviewed traffic forecasts through 2050 and concluded the forecasted daily trips did not warrant widening those segments. Mansour said the County of Orange initiated the amendment for stretches of El Toro Road and Santiago Canyon Road that cross multiple jurisdictions; OCTA approved the changes last year but conditioned its approval on affected jurisdictions updating their general plans to match the amended county plan.
Mansour said the proposed revisions to the Mobility Network figure reflect the current built configuration of El Toro Road (four to five lanes divided) and are consistent with county and regional planning findings. The Planning Commission closed the public hearing with no public comment and voted unanimously to forward the recommendation to the City Council for final action.
If the council approves the amendment, Lake Forest’s general plan map will be updated to downgrade the two specified segments of El Toro Road to primary arterial to align with OCTA and county planning decisions.
