Estacada looks at SkillBridge internships to bring transitioning service members into city roles

City staff told the council they are exploring the Department of Defense SkillBridge program to bring transitioning service members to local government job training and potential hiring. Under the program staff described, eligible service members in their final 3 to 6 months of service can participate while the DOD pays salary and benefits for the duration. The city manager said the program can be tailored to meet specific workforce needs and that she planned to pursue a memorandum of understanding with DOD if the council supports piloting the program for the communications and public relations specialist position.

Staff described the approach as similar to an internship: the city would provide training and meaningful work experience; the DOD pays the salary for up to six months. The city manager said the application submitted, if accepted, would establish a three-year term allowing the city to host participants for up to three cycles. Council members expressed support, noting it could supply capacity without a long-term budget commitment until the position is converted or otherwise funded.

Why it matters: The program could provide the city with skilled, experienced workers for short-term placements at no salary cost to the city while offering service members a transition to civilian work. If the program is approved, the council will see a memorandum of understanding and a proposed schedule of training and supervision.

What's next: Staff will pursue the MOU with DOD, and if accepted will return to council with details and implementation steps.
