The Planning and Zoning Commission voted 5-0 to approve a rezoning from R-1C to Agricultural-Residential (AR) for property at the northwest corner of Octavia Lane and Southeast Avenue so the owners may establish a small-scale hobby farm for chickens and home-consumption vegetable cultivation.
Petitioner Robert Davis and Tonda Davis said the change would allow limited agricultural activities primarily for personal consumption; they said any surplus would not be used for commercial sale. The petitioners said the hobby farm would also provide therapeutic benefits for family members. Staff recommended approval, noting the request is consistent with the rural future land-use classification for the area.
Commissioners discussed whether a plan development (PDP) with conditions might be preferable to restrict any potential commercial sales; commissioners ultimately approved the standard Euclidean rezoning to AR after the petitioners and neighbors said the intent was noncommercial use. No opposition correspondence was entered on the public record and nearby residents who were contacted said they knew the owners.
The rezoning will allow the Davis family to proceed with allowable agricultural activities under AR rules, including keeping a limited number of poultry and noncommercial gardening, subject to county animal-keeping and nuisance ordinances.
