Commission approves two-RV temporary-use permit for homeowners displaced by Hurricane Milton

The Hernando County Planning and Zoning Commission voted 5-0 to approve a conditional use permit allowing two temporary recreational vehicles on a property owned by Robert and Tammy Thorne, citing security and medical hardship after the couple's home was destroyed in Hurricane Milton.

Michelle Miller, lead planner, explained the request: the Thorne property owners lost their home in Hurricane Milton and sought one RV for temporary security and a second RV to allow an aging relative to live onsite due to medical hardship. Staff recommended approval under the county code's existing allowance for temporary structures and recommended a two-year permit expiring Oct. 13, 2027.

Robert Thorne told commissioners he and his family plan to rebuild and are seeking a short-term solution while permitting and construction move forward. He said the RVs would allow him to care for aging family members and provide privacy during construction.

Neighbors who testified in support said they live in the same vicinity and endorsed the Thorne family's request. Gregory Worrell and Bob Morgan, both of whom identified themselves as sworn witnesses, spoke in favor and noted the property owner had made substantial improvements to the parcel before the hurricane and intended to rebuild.

Commissioner Nick Holmes disclosed that a company he has ownership in previously held a contract with the Thorne family but said the relationship no longer exists and would not influence the decision. After brief discussion and public comment, the commission approved the conditional use permit by voice vote, 5-0.

The approval allows the two RVs under the conditional-use permit for two years; the Thorne family is expected to pursue rebuilding permits and to follow any permitting conditions established by county building officials.
