Summary
The Newport City Council approved a set of administrative and quasi‑judicial items including continuance of several ordinances for review by CRMC, resignations accepted, appointments to commissions, entertainment and liquor transfer approvals, and a contract award for a rescue vehicle.
At its Oct. 8 meeting the Newport City Council took a series of routine and quasi‑administrative actions. The items below summarize the motions, outcomes and immediate next steps.
• Continuance of ordinances 14–16 (mooring classification amendments): Council voted to continue ordinances 14, 15 and 16 to the Dec. 10, 2025 meeting so that the Coastal Resources Management Council (CRMC) could review for consistency with state regulations. The continuance as amended (to include a public workshop on Oct. 15) passed 6‑0. The Council directed staff to notify mooring holders and to schedule a public workshop on Oct. 15.
• Communications/resignations: The Council received with regret the resignation of Jeff Brooks from the Planning Board and accepted Carmela Gere’s resignation from the Sister City Commission. The Council thanked both for their service; the Planning Board named Margaret Polsky as chair (administrative action).
• Appointments: The Council appointed Amy Ironmonger to the Sister City Commission (unexpired term) and Gail Lucetta to the Bicycle Pedestrian Advisory Commission; motions passed without recorded opposition.
• Licenses and permits and related approvals: The Council approved a special event fireworks/smoke display permit for Castle Hill Inn on Oct. 12 (applicant requested a waiver of the 90‑day filing requirement; councilors and staff described the device as a short, noiseless smoke “mine” lasting about 6 seconds); approval was granted by voice vote. The Council also approved a transfer of ownership for Shiv Wine Corporation (Thames Wine & Spirits) and approved a new victualing license for Market on Broad (95 Broadway). An entertainment license expansion for Vanderbilt (41 Mary Street) adding a roof deck and terrace hours was approved after a second hearing; Council recorded no opposition.
• Liquor and entertainment hearings: A hearing on transfer of stock in Shiv Wine Corporation was closed and approved by motion.
• Contract awards: The Council approved the Finance Department’s recommendation to award a contract to Greenwood Emergency Vehicles LLC for a 2026 Ford F550 Type 1 rescue vehicle, at a total cost of $383,971, to replace a 2015 unit. Staff said the vehicle is budgeted; the motion passed on a voice vote.
• Other business: The Council adjourned to act as the Board of License Commissioners for required hearings on licensed establishments and then reconvened as the Council.
Ending: Staff will post the workshop notice and the quarterly data on pavement and moorings, and will process license and contract paperwork as required by city procedure.
