Commission discusses possible police headquarters sites; asks for feasibility study

Chief Manny Morales and Fire Rescue Chief (presenters) told the commission that current stations are in poor condition and that showers and other basic facilities needed work; police leaders said they can operate from multiple sites but need a long-term plan. Commissioners raised concerns about traffic flow near the Freedom Park proposal, the potential for congestion during large events, and the technical difficulties of placing an essential emergency operations hub in an area that could flood.
City Manager Art Noriega said staff would provide a feasibility analysis — including traffic mitigation, resiliency considerations and a financial comparison of options — and return to the commission with updated presentations in November. Commissioners stressed urgency: several voted to set a date certain for a return briefing so the city could move forward rather than defer decisions indefinitely.
