WFRC outlines timeline for 2027–2055 RTP update and preview of draft preferred scenario

Julie Bjornstad, WFRC deputy director of long‑range planning, briefed the Regional Growth Committee Aug. 21 on progress toward the 2027–2055 Regional Transportation Plan update and the development of a draft preferred scenario.
Process and purpose: Staff said the RTP update began with scenario testing and broad outreach in 2024, followed by technical screening of candidate projects this year. The screening considered travel‑demand model outputs (volume‑to‑capacity metrics), ridership projections for transit concepts, safety and connectivity improvements, and alignment with the Wasatch Choice Vision and local plans.
What staff will ask of local officials: Over the fall, WFRC will host eight small‑area workshops for elected and appointed officials and staff to review the draft preferred scenario and confirm project types, transit modes, alignments and priorities. Staff requested that local elected officials, planning and engineering staff attend the workshops and offer feedback that will inform project phasing and the final fiscally constrained plan targeted for adoption in May 2027.
Notable technical points: Strategy tests included expanded bus networks, fixed‑guideway concepts, operational improvements, increased street connectivity and implementation of a regional Beehive Bikeways separated pathway network. Projects that materially improved modeled mobility but were not in the existing RTP were included in the initial concept list for screening.
Next steps: Staff will present the preferred scenario at fall workshops, then move to phasing and fiscal‑constraint analysis next year. Committee members were reminded to notify WFRC if local representatives did not receive workshop invitations.
