Commission recommends approval of Tammy Addition two‑lot subdivision at 15503 Robinwood Drive

On June 5, 2025, the Minnetonka Planning Commission recommended the city council approve the preliminary and final plats for Tammy Addition, a proposed two-lot subdivision at 15503 Robinwood Drive. Planning staff described the roughly 2-acre parcel, noted conformance with subdivision standards, and recommended approval.

Planner Thomas told the commission the site (which staff corrected in the record as Robinwood Drive rather than “Ridgewood Road” as previously misstated) is an early-platted lot dating to the 1950s with a small 100-year floodplain in the southwest corner and a significant tree inventory. Staff reported 73 high-priority trees and 9 significant trees on the site; the applicant proposes removing five high-priority trees and no significant trees, a level of removal that staff said complies with the city’s tree protection ordinance. Staff concluded both lots would meet or exceed minimum lot area, buildable area and dimensional standards in the subdivision ordinance and recommended the commission forward a positive recommendation to the city council.

Sergei Svetsov, who identified himself as the adjacent property owner at 15413 Robinwood, spoke on behalf of the application. Svetsov said he had removed a deteriorated house on the lot and that the divided lots would create homes consistent with the neighborhood.

Commissioners asked no substantive questions of staff or the applicant. Commissioner Waterman and others described the proposal as straightforward and supportive; the commission voted 5-0 to recommend council approval. Chair Maxwell said the council would consider the resolution approving the preliminary and final plats at a forthcoming council meeting (staff announced the council hearing date in the meeting record).
