Albany City Council voted July 9 to award a multi-year contract for bus maintenance services to MV Transportation Inc., authorizing the public works director to execute a five-year agreement with two optional one-year extensions.
Kristen Preston, public works operations manager, introduced Candy Bliss as the city's newly promoted transit manager and summarized the procurement. Two companies submitted proposals; staff recommended MV Transportation, which the city said already serves multiple agencies across the region.
Preston told the council that Albany Transit and the Lynn Benton Loop currently operate a fleet of roughly 10 diesel buses in lengths ranging from 30 to 40 feet and that the city recently received its first 35-foot hybrid bus. She said the city spent over $560,000 on bus maintenance and repairs in 2024. Under the proposed contract, staff estimated first-year costs (including startup/tooling) at roughly $547,000 and a reduced second-year estimate of about $516,163.
Councilors asked about local representation and cost certainty. Staff said MV Transportation is headquartered outside Oregon but has regional clients and local representation in the Pacific Northwest. The resolution authorizes the public works director to finalize the contract and execute it.
A councilor moved to adopt the resolution awarding the contract; the motion passed on a voice vote with all members present voting aye.
Staff said there are adequate funds in Albany Transit, Lynn Benton Loop and Parks & Recreation budgets to cover the contract. The contract award obligates the public works director to finalize terms and begin transition to MV Transportation as the maintenance vendor.
