Planning staff presented Part 3 of the City of Cathedral City's 2023–2024 General Plan Annual Progress Report at the Feb. 5 meeting, focusing on open-space and conservation, air quality and climate stability, and safety.
Associate Planner Dom Camps told the Planning Commission the APR documents implementation activities and is intended for submittal to the Governor's Office of Land Use and Climate Innovation. Camps described four themes: use of the preliminary review process to provide early, cross-departmental feedback; environmental review and examples (the Ramon Road commercial preliminary review and the Wren 204-unit initial study); interagency collaboration with groups such as the Coachella Valley Association of Governments (CVAG) and regional fire and flood-control partners; and maintenance of GIS mapping through the city's GeoHub to support project reviews and hazard mapping.
Camps gave examples of environmental review: the Wren, a proposed 204-unit multifamily project requiring an initial study and several technical reports because it proposes land uses not previously analyzed in the general plan EIR; and the Grove Street Apartments, a 19-unit infill project that qualified for a CEQA Class 32 categorical exemption. The presentation noted that the preliminary review process helped site a drive-through restaurant on a Ramon Road project to reduce noise impacts to nearby residences.
Commissioners asked about CV Link project completion in Cathedral City, timeline for outstanding tasks, the format of the APR and how to track overdue items, and whether the city could set higher local standards for solar or other green-design measures beyond state minima. Staff and other department leaders said the APR is a baseline for ongoing accountability, GeoHub maps help project review, and the city will balance added requirements against development feasibility. Staff recommended the commission receive Part 3 for information and discussion; commissioners praised the work and offered suggestions for future tracking and community engagement.
