Council tables vote on amending Public Arts Commission membership pending committee review

The Keizer City Council on Feb. 3 debated a staff-drafted resolution to amend the Keizer Public Arts Commission (KPAC) bylaws by removing a councilor’s voting seat and making the council representative a nonvoting liaison. The council ultimately tabled the item for further review.
City Attorney Lindsey said the amendment was proposed to make committee structures more consistent with council direction to remove council voting positions where not required by statute; KPAC was identified as one committee that then had a council member as a voting participant. The commission was established in 2014 and renamed in 2015; it originally had seven voting members including a councilor. If the resolution passes, that councilor position would become nonvoting and the commission could appoint another voting member through the volunteer coordination process.
Councilor Christopher moved to table the KPAC amendment until the council’s Feb. 18 meeting; the motion was seconded. During debate Councilors Clark and Parsons recorded “no” votes on the tabling action; the motion to table passed with the no votes recorded. The council did not adopt the KPAC amendment during the Feb. 3 meeting and asked staff to include the matter in the council’s upcoming committee review work session.
The action postpones any formal change to KPAC membership; councilors indicated they prefer to handle committee-structure changes comprehensively during the scheduled committee review.
