Keizer council dissolves Personnel Policy Committee; staff to carry forward policy revisions

The Keizer City Council voted unanimously Feb. 3 to adopt a resolution dissolving the Personnel Policy Committee, a council-created body composed entirely of council members, and repealing prior resolutions that established the committee.
Human Resources Director Garrett Cleaver told the council the resolution follows the council’s Jan. 21, 2025 decision to sunset the Personnel Policy Committee. Cleaver said one remaining item the committee would have reviewed was revisions to the city’s personnel policy manual, but that substantive policy changes still require full council approval.
Councilor Starr moved adoption of the resolution; the motion was seconded and passed without objection. Staff recommended adoption and will proceed with personnel-policy revisions for council review and action.
The council’s vote dissolves the committee; the council retains authority to review and adopt personnel policies as a full body.
