HACM issues RFP for national executive search; proposals due Feb. 28

The Housing Authority of the City of Milwaukee has issued a request for proposal for a national executive search to recruit a new secretary/executive director, procurement staff told commissioners on Feb. 12.
Kent Britton, director of procurement, said the RFP was published Jan. 22. He set the schedule in the meeting: questions were due by Feb. 7, and proposals must be submitted by 2 p.m. on Feb. 28. Britton said the procurement office follows a practice of posting solicitations publicly and soliciting qualified vendors directly.
On likely fees, Britton described common industry approaches: a flat-fee arrangement, a percentage fee (often 20–33 percent of the placed candidate’s first-year salary), or a three-stage payment model (one-third at engagement, one-third on delivery of candidate shortlist, and one-third upon successful placement). He said exact fee structure is left to respondents and the authority will evaluate firm proposals and negotiate if needed.
Crystal Reid Hardy, chief human resources officer, and Britton said staff sent the RFP directly to multiple national search firms and posted it on association sites used by public-housing executives. Britton said outreach included prominent sector firms (he named Korn Ferry and Koya Partners among firms he solicited) and a posting on the Public Housing Authorities Directors’ Association (PHADA) / regional channels; he said the National Association of Housing and Redevelopment Officials (NAHRO) site required a fee, so staff did not use it that way.
Britton said evaluation will be done by an ad hoc committee that will include internal staff and community stakeholders; that committee will review proposals, may enter discussions with firms, and will recommend a firm to the board. Hardy estimated that selecting the search firm could be done in two to three weeks after the Feb. 28 deadline if the committee acts promptly. She said the full search process — community engagement, recruitment, vetting and selection — likely will take months and she expects a minimum of roughly six months for the end-to-end search and placement process.
Staff said they will make additional information publicly available and intend to include community participation in candidate vetting and stakeholder interviews.
