Consent agenda: The council approved the consent agenda, which included a resolution scheduling a public hearing on the proposed vacation and sale of a 401-foot-by-16-foot north–south alley adjacent to 1216 Santa Clara Street; the public hearing was scheduled for Feb. 18, 2025.
Nuisance special assessment (910 High Avenue West): The council adopted a resolution approving a special assessment for city-conducted nuisance abatement at 910 High Avenue West under Oskaloosa Municipal Code 8.08.080. Staff stated the nuisance notice was issued May 14, 2024, the city abated the nuisance on Oct. 4, 2024, and the property owner will have 30 days after filing with the Mahaska County Treasurer to pay; after 30 days the amount will be assessed to the property tax with a 9% interest schedule.
Device retailer license (Oskaloosa Tobacco and Vape LLC): The council approved a device retailer license for Oskaloosa Tobacco and Vape LLC at 1209 A Avenue East. Staff noted Iowa Senate File 345 (effective Jan. 1, 2025) requires retailers selling such devices to hold a permit; the police department reviewed and recommended approval. The license is annual; staff said the license fee would be $1,500 to the general fund.
Mahaska Chamber Development Group annual events calendar: The council approved the Mahaska Chamber Development Group / Oskaloosa Main Street calendar of events and waived associated street-closure fees per the council-adopted 2025 fee schedule.
Voluntary contribution to Mahaska County 911 Center: The council adopted a resolution authorizing a voluntary contribution of $283,336.27 to the Mahaska County 911 Center for services provided July 2024–Jan. 2025 and approved including monthly payments of $40,476.61 on the council claims list for the remainder of fiscal year 2025. Staff said the commission is working through an audit and the city hopes to negotiate a future agreement.
Closed session authorization: The council voted to go into closed session under Iowa Code section 21.5(1)(c) to discuss legal strategy in a pending or imminent litigation matter with the city attorney.
