Committee adopts substitute language and amendments to Senate Bill 103 on rate plans and large‑load contracts

Senator Chavez moved to adopt substitute document 11360528‑7 as the working document for Senate Bill 103; the chair announced, "Seeing none, this is now the working document of this committee." The substitute mirrors language in House Bill 15 and makes multiple changes affecting natural gas, water and wastewater utilities, large‑load customer contracts and the treatment of riders when a utility is under a multi‑year rate plan.
Senator Chavez then moved to amend with Amendment 0925. The amendment repeals part of the "linear generator" definition that required such devices to be able to operate on multiple fuel types, including renewable fuels like hydrogen, ammonia and biogas. It also provides that an application for an alternative rate plan related to large‑load customers shall be deemed approved 90 days after filing unless the Public Utilities Commission of Ohio (PUCO) suspends approval for good cause.
Senator Smith moved Amendment AM1360936 to require natural‑gas companies that serve more than 250,000 customers to file a rate case every three years, with the first mandatory filing due no later than Dec. 31, 2029. The chair announced that amendment 0936 was adopted as part of the substitute.
Committee staff (LSC) were asked to harmonize the substitute bill and adopted amendments. With the substitute and amendments adopted, the chair directed LSC to harmonize the documents and the committee concluded the fifth hearing on Senate Bill 103.
