TCEQ approves publication and hearings for Bexar County ozone SIP revisions and related VOC/NOx rules

The Texas Commission on Environmental Quality on July 9 authorized publication and public hearings on a package of rulemakings and state implementation plan (SIP) revisions to address Bexar County’s reclassification to serious nonattainment for the 2015 eight-hour ozone National Ambient Air Quality Standard.
Staff presented proposed amendments to 30 TAC Chapter 115 (control of air pollution for volatile organic compounds) and Chapter 117 (control of air pollution for nitrogen oxides), and proposed SIP revisions: (1) a reasonable further progress demonstration and (2) an attainment demonstration for the Bexar County serious area. Allison Stokes, Air Quality Division, said the submissions would help the region meet required VOC and NOx emissions reductions and include contingency measures and updated motor-vehicle emissions budgets.
Public Citizen and OPEC representatives said they support publication and will monitor public comments. Catherine Guerra of Public Citizen called on the agency to use clearer language that reflects the public-health benefits of emissions reductions and to ensure timely and accessible public participation; she also noted she experienced registration difficulty and asked staff to improve public meeting processes.
The commission approved publication, solicitation of public comment, and hearings for the rule and SIP packages; staff will publish notices and accept comments during the rulemaking process.
