Collection Service Board rules approved by Attorney General set to take effect Sept. 24, 2025

Board legal counsel Joseph Wharton told members that the Collection Service Board’s rules have cleared the state review process and are filed with the secretary of state.
“The rules go into effect 90 days after being filed with the secretary of state. So our rules will be going into effect 09/24/2025,” Wharton said, adding that the rules had been reviewed and approved by the Attorney General’s Office for constitutionality and were posted online June 26, 2025.
The announcement followed routine agenda items and drew brief congratulatory comments from board members. No formal vote was required for the announcement; counsel said staff will implement the rules and work with the board on any follow-up steps needed to operationalize the new regulations.
