TCEQ approves three implementation plans to address indicator-bacteria in Gulf-area watersheds

The Texas Commission on Environmental Quality on July 9 approved three implementation plans (iPlans) implementing total maximum daily loads (TMDLs) for indicator bacteria in watersheds across Chambers, Brazoria and Fort Bend counties.
Nicole Hall of the Office of Water described the three iPlans to the commission: (1) one TMDL/iPlan for indicator bacteria in the Cotton Bayou watershed (Trinity River Basin, Chambers County); (2) two TMDLs/iPlan for indicator bacteria in the Oyster Creek watershed (San Jacinto–Brazos Coastal Basin, Brazoria and Fort Bend counties); and (3) two TMDLs/iPlan for indicator bacteria in Big Creek (Brazos River Basin, Fort Bend County).
Hall said stakeholder groups were formed with balanced representation and coordinated by TCEQ and the Houston-Galveston Area Council. The stakeholder groups provided input on measures included in the implementation plans.
Garrett Arthur of the Office of Public Interest Counsel said OPEC supports approval of the implementation plans and emphasized that implementation will depend on stakeholder buy-in. Commissioners noted the work required to develop the iPlans and expressed appreciation for stakeholder participation and inclusion of measures such as pet-waste stations.
The commission moved to approve the three implementation plans as recommended by the executive director; the motion carried.
