Commissioners asked about vendor locations, local-business preferences and whether the lowest bid necessarily ensures best long‑term service. One commissioner urged revisiting county policy that prioritizes lowest bid when local businesses could be disadvantaged. Ring said the procurement was an equipment purchase (cameras) and thus not subject to MWBE requirements.
Commissioners also raised a connection to previously identified detention-center camera work: the detention-center installation required an electrical infrastructure upgrade estimated at more than $1 million before cameras could be installed, whereas the parking deck cameras can use existing electrical infrastructure; Ring said the deck project involves roughly 47 cameras and does not require the same infrastructure upgrade.
