Council denies vinyl window replacements; owners told to repair or return with wood options

The Technical and Compliance Advisory Council voted to accept staff recommendations and deny a request to replace five exterior windows with vinyl at a property under review. Staff found the existing wood windows could generally be repaired and said vinyl would not be appropriate for visible facades.
The applicants — represented in the hearing by a presenter and the owner Joe Gómez — said cost and energy efficiency were driving reasons to consider replacement. Staff replied that when original wood windows can be repaired, repair is the preferred approach under the historic guidelines, and replacement with wood that matches original profiles is appropriate only when individual windows are beyond repair. “Cuando no se pueden reparar, recomienda que sea reemplazado,” staff said, and noted an individualized window-by-window review could support replacement where necessary.
Commissioners voted to follow the staff recommendation. The council noted it can work with applicants on a window-by-window approach (repair some windows and replace others in-kind) and that staff can provide resources and guidance for repair options and suppliers. The motion passed by unanimous vote.
The council asked staff to coordinate a site visit if applicants claim a particular window is beyond repair so staff can document the condition and, if appropriate, approve a compatible wood replacement rather than a vinyl unit.
