Parks master plan nears completion; consultants to present draft to committee in April

"When our department or our city is lucky enough to receive grant money or earmark funding... now it's not, 'Hey, we have this money. Could you use it?' Now we actually have a plan and a document to say, 'Absolutely,'" he said.
