USD 262 approves site work GMP and reviews logistics for new elementary and high-school additions

The USD 262 Board of Education approved a guaranteed maximum price (GMP) for site work related to the district's new elementary school at 80 Fifth and Seneca and reviewed construction site logistics for multiple bond-funded projects.

Why it matters: The district is mobilizing multiple construction projects across a roughly 18-month schedule. Decisions on site access, staging, traffic patterns, fencing and timing affect school operations, neighborhood traffic and the overall bond budget.

What the board heard: District staff and the construction team reviewed site plans and traffic-control concepts for the new elementary and for high-school additions. The district said the site construction area will be fenced for safety; orange in the plan denotes the construction zone. To maintain access while adjacent public-works projects proceed, the contractor and developer intend to stage site access from the north, and the district has been offered a $1 lease from developer Tim Austin for temporary use of an adjacent lot to serve as a laydown area for the project duration.

High-school logistics covered classroom additions, a CTE storm shelter and a supplemental learning center. The team proposed separating construction traffic (gated, construction-only entries on the north and east sides) from bus and parent drop-off routes. The district noted some temporary parking stalls will be lost during construction and that temporary gravel lots have been identified to offset parking loss.

Budget and bids: The site-package GMP includes separate bid packages for earthwork, utilities, concrete paving and asphalt paving. The district reported particularly competitive bids on earthwork and utilities and recommended Freemar Corporation as the low apparent bidder for those packages. An alternate to upgrade asphalt paving to concrete was shown as an add of about $130,000; the committee recommended holding final decision on that alternate until full building bids are received in March.

Board direction and timing: The bond committee and facilities staff said the overall bond budget remains on target and that after March bids the district expects to be more than 50% bid on the bond projects. Staff suggested setting fence installations over spring break where possible to reduce student disruption and recommended early public communication to families about pickup and traffic changes.

Ending: The board approved the GMP for the site package and asked staff to continue coordination with city and developer partners, fire department and transportation staff and to bring the next building-package GMPs back for board action in March.
