Commissioners approve $46,100 for animal shelter overtime and authorize sheriff overtime adjustments

Collin County Commissioners on Thursday approved two budget actions to address overtime needs in the animal shelter and sheriff's office, voting 4-0 to adopt the amendments.

County Administrator Yoon Kim told the court the county is seeking a $46,100 budget amendment for animal shelter overtime to be funded from the animal shelter fund balance. Kim said that, based on fiscal‑year 2024 actual expenditures, the requested amount should cover the remainder of the fiscal year for animal shelter and animal-control overtime.

Kim also described proposed adjustments for the sheriff's office jail‑operations overtime. He said the jail-operations overtime line had an $86,601.02 balance as of the Feb. 7 paycheck and asked the court to move $31,823 from jail-operations salary savings to overtime, which would bring the jail-operations overtime line to $118,424.02. The county provided a draft court order to authorize the budget department to sweep salary savings from other sheriff general-fund salary and fringe lines retroactively after a pay period has closed and to move those savings to the jail-operations overtime line.

Kim said the sheriff's office had reduced overtime in recent pay periods and that the requested authority would allow the sheriff to continue efforts to manage overtime costs. The court motioned, seconded and approved the amendments by a 4-0 vote.

The court did not specify which salary lines will be swept; the action authorizes the budget department to identify and move salary savings as needed and tasks the sheriff’s office and budget staff with implementing the retroactive sweep process in accordance with the draft order.
