Bonner County board continues Bahia Del Sol short plat vote to allow additional review

Bonner County commissioners continued a decision on the Bahia Del Sol First Edition short plat after at least one commissioner said they had not had adequate time to review the staff materials supporting planning staff’s administrative approval.
Planning staff told the board the short plat (two parcels totaling 15.71 acres being divided into nine lots, zoned suburban) was approved administratively by staff on Jan. 2, 2025, and that the applicant had provided will‑serve letters from Southside Water and Sewer District and Mountain Springs Water District. Staff also reported the county engineer reviewed and approved the engineer’s cost estimate and that a surety agreement and bond were in place for 150% of remaining improvements; the surety amount on the surety bond is $1,053,093, which staff said represents 150% of the engineer’s cost estimate for roads, stormwater, sewer and water improvements.
One commissioner said the increase in density from two parcels to nine lots warranted a line‑by‑line review of the staff record, including the decision letter and the conditions of approval, particularly given community concerns about emergency services and infrastructure. The board voted to continue the item to the next regular business meeting on 2025-02-25 so commissioners could review the decision letter and supporting staff documentation before making a final determination and signing the final plat.
A motion to approve the final plat as presented failed on roll call after the continuance motion passed. Planning staff said they would provide the decision letter and supporting documents to commissioners before the continued meeting.
