Votes at a glance: Board actions on planning, transportation, historic preservation and staffing (Jan. 21, 2025)

This is a summary of formal actions and recorded votes taken by the Prince William County Board of Supervisors during its Jan. 21, 2025 meeting.

Chapel Springs Section 106 memorandum of agreement (agenda item 8b) - Action: Board authorized the Planning Director to sign a Memorandum of Agreement (MOA) as a concurring party to a Section 106 process related to the Chapel Springs/Bristow Station project. The MOA addresses mitigation for adverse effects to archaeological site 971 and parts of the Bristow Station battlefield and requires mitigation measures including archaeological data recovery, cemetery protection and viewshed mitigation. Personnel change in Advocacy, Prevention and Protection (agenda item 4m) - Action: Board approved elimination of one permanent manager full-time position and creation of two permanent full-time caseworker positions and conversion of one part-time caseworker to full time in the Department of Social Services (advocacy, prevention and protection). Staff said the change will be funded by existing departmental personnel budgets and that the positions have a 45% state reimbursement rate. The director said the retired manager's salary made the change budget-neutral for the current fiscal year; the agency will absorb future personnel cost adjustments in subsequent budget processes. - Vote: Motion passed; clerk recorded the vote as unanimous with Supervisor Weir recorded as abstaining.

Transportation funding cluster (agenda item 8a) - Actions (board approved multiple project funding steps; the board divided one item off for a separate vote): - Old Bridge Road / Gordon Boulevard intersection: $4,000,000 in debt financing (2019 bond project) to complete engineering and make the project ready for federal grant programs. The board considered the Old Bridge/Gordon item separately from the remainder of the transportation package. Supervisor Weir said he would abstain on the Old Bridge item; the clerk recorded the final action on the divided item per the meeting record. - Clover Hill / Prince William Parkway: transfer/appropriate $1,000,000 in NVTA 30% eligible funds for planning of an interchange (staff described an interchange alternative for future capacity and to support airport-area traffic demand). - Sudley Manor interchange / Prince William Parkway: funding to start an unsolicited PPTA process (project has $115M NVTA allocation; board approved forward-appropriate actions to support that procurement process). - Route 1 (Cardinal Road to Dumfries Road): $550,000 from recordation tax to support preliminary engineering to strengthen grant applications for widening and multimodal improvements. - Vote: After dividing the Old Bridge item off for separate consideration, the remainder of the transportation funding items passed as recorded by the clerk.

Consent agenda items and other routine approvals - The board approved the consent agenda items moved en bloc (items 4A-4F, 4H-4L, 4N-4O) and separately addressed pulled items. Several consent items were highlighted by supervisors, including historic preservation work at Rippon Lodge and Riverbend Park improvements.

Procedural/closed-session action - The board moved into a closed session for consultation with legal counsel on acquisition of real property for a homeless navigation center (per Va. Code 2.2-3711 A3); the board certified the closed session on return.

Notes on records: The meeting transcript records motions to amend and to fund; in at least one instance a proposed amendment to use all county fire proffers for a parcel purchase failed by recorded tally. In other cases the clerk recorded votes as unanimous or as noted above.
