A council member moved that the council meet in closed session "pursuant to Section 2.2‑3711.8(a) of the Code of Virginia of 1950 as amended subsection 6" for discussion of the involvement of public funds where bargaining is involved and public disclosure would adversely affect the government unit’s financial interest. The council seconded the motion, took a roll call, and a motion to enter closed session carried 7–0.
After the closed meeting, the council voted to certify that, to the best of each member’s knowledge, only exempted public business was discussed and that the items identified in the motion were the matters heard in the closed meeting. The certification motion passed on a roll call vote of 7–0 and was recorded in the public minutes.
