Pleasant Grove City Council adopted Ordinance 2025-012 after a public hearing, approving compensation increases for statutory and appointed officers that mirror the increases given to full-time city employees in the current budget.
City Attorney Peterson explained that a state statute requires compensation for statutory and appointed officers be adopted by ordinance and that, after recent legislative changes, any adjustment also requires a public hearing. "What is in front of you today is simply reflecting, not to exceed on exhibit A, the statutory and appointed officers are simply being proposed to receive the same increase that all full time employees are, have been adopted in the budget," Peterson said.
Peterson said the increases consist of a 2.35 percent merit adjustment and a 2.7 percent cost-of-living adjustment (COLA), for a proposed combined maximum increase of 5.05 percent; the ordinance language limits officer increases to no more than what full-time employees receive under the budget. The council opened the required public hearing; no members of the public spoke.
Council member Rogers moved to adopt Ordinance 2025-012; Council member Williams seconded. Roll-call votes recorded council member Rogers yes, council member Jensen yes, council member Lamone yes and council member Williams yes; the mayor pro tem recorded the ordinance as passed.
The ordinance implements compensation changes by ordinance for the identified statutory and appointed officers, matching the budget-approved employee increases. No individual names or salary amounts beyond the percentage caps were adjusted in open session; the ordinance directs implementation consistent with the budget and state requirements.
