Plan Commission sends Illinois Street townhomes rezoning to committee after tree, buffering and design questions

John Davosiewicz, land-use professional with Nelson & Frankenberger, representing Pulte Homes of Indiana, asked the Carmel Plan Commission on Oct. 23 to rezone a 4.4-acre triangular infill parcel along Illinois Street and U.S. 31 for a planned-unit-development of three-story townhomes.
The developer has revised the proposal since the public notice: the application materials initially advertised 31 townhomes but the concept under discussion was reduced to 28 units, Davosiewicz said. He described the site as an infill parcel north of 106th Street, adjacent to commercial uses to the north and south and the Spring Mill Heights single-family neighborhood across Illinois Street to the west.
