Coffeyville updates open-records fee schedule to match state law changes effective July 1

As part of the consent agenda approved on June 24, the Coffeyville City Commission adopted a change to the city’s fee schedule for Kansas Open Records Act requests in response to state law updates.
A staff member explained that House Bill 2134 (as discussed at the meeting) restricts fees to amounts that reflect the actual cost of providing requested records. The scope of recoverable costs includes staff time spent reviewing and redacting documents, and the law requires that, when staff time is necessary to fill a request, the city must assign the lowest-paid staff member who is reasonably capable of performing the task.
The staff recommendation was to change the city’s fee schedule to charge actual costs for records requests, effective July 1, to ensure compliance. The change was approved as part of the consent agenda vote.
The commission directed staff to assess each records request individually and to post the updated fee schedule in accordance with the new statute.
