Coffeyville commission approves consent items, ordinances, resolutions and one-year manager extension

The Coffeyville City Commission on Tuesday, June 24, approved the consent agenda, adopted two second-reading ordinances, authorized multiple procurement and project resolutions, accepted an insurance renewal and approved a one-year extension of the city manager's employment agreement.

The consent agenda passed on a roll call vote approving the June 10 meeting minutes, a change to the city's fee schedule and appropriation ordinance AO-25-12 for $4,797,285.75. Item 4 of the consent agenda (an additional appropriation item described in the packet) passed after Vice Mayor Van Oster registered an abstention and other commissioners voted aye.

The commission approved second readings of Ordinance S-25-05, a home-rule ordinance relating to Coffeyville Regional Medical Center, and Ordinance S-25-06, allowing alcohol service in Union Pacific Park during the Coffeyville Area Chamber of Commerce Hops Around Town beer festival. Both ordinances passed by recorded ayes.

Resolutions approved included: - R-25-65 authorizing a Safe Streets and Roads for All planning grant application and committing a $40,000 local match to a $160,000 road-safety audit and traffic engineering study for the U.S. 166 corridor; motion passed by recorded ayes. - R-25-66 authorizing a purchase order with Elegant Equipment to retrofit a sewer inspection camera package into the city's existing trailer; motion passed by recorded ayes. - R-25-67 approving a supplemental agreement with BG Consultants for construction inspection on the 2025 street-improvement project (West Sixth/Seventh, Woodland, Stark, Buckeye, First Street mill and overlay); motion passed by recorded ayes; agreement not to exceed $85,000 for consultant inspection work was discussed. - R-25-68 approving a design and layout contract with Synergy for parking-lot design at Sycamore Park and North Park funded from the 2022 parks sales tax; motion passed by recorded ayes. - R-25-69 authorizing the issuance of a purchase order for various insurance policies effective July 1, 2025–July 1, 2026 (liability and power-plant policies through NPR and James River); motion passed by recorded ayes. - R-25-70 authorizing a construction contract with B & L Electric for the Coffeyville transformer replacement project; motion passed by recorded ayes. The project was described as two-phase construction tied to planned outages and is expected to be largely reimbursable by the primary customer, CRNF.

After an executive-session recess, the commission voted to approve a one-year extension of City Manager Ben Brubaker's employment agreement, with an addendum to be prepared by the city attorney and executed by the mayor.
